This Informal Retreat has been called to discuss how Asia-Pacific can collaborate to move through the COVID health crisis, and to accelerate the post-COVID economic recovery. Chinese Taipei will address these two topics specifically.
On COVID-19, Chinese Taipei has had an excellent record so far. With a population of 23 million, over the last year and half, and in spite of a recent surge which has now abated, we have had a total of about fifteen thousand infected cases (.07% of the population), and 763 deaths (3 out of one hundred thousand).
We believe that our experience and know-how gained can help other APEC members. We have been, and continue to be willing to help. We have donated masks and other medical supplies to other APEC members in the past and are ready and willing to share our anti-COVID-19 know-how with you.
At the same time, WE NEED HELP! Our vaccination coverage at present is less than 20%. Although the U.S. and Japan have been generous in donating vaccines to us, and our private institutions have succeeded in procuring ten million doses of vaccines, we still need more vaccines, and need them sooner! Most other APEC members need help as well. We must ask for help from the APEC members that possess and produce more vaccines than they themselves need.
On re-vitalizing Post-COVID economy, Chinese Taipei urges free trade among APEC members and in the world, after giving consideration to vital national security needs.
In the past seven decades, free trade has enabled vibrant growth in most APEC economies. Free trade is merely a way in which each APEC economy contributes its own competitive advantage and every APEC member benefits.
Recently, however, we note with concern the tendency to want self-sufficiency or “on-shoring” of semiconductor chips. We must point out that in the past many decades free trade has greatly helped the advance of semiconductor technology. In turn, the ever greater complexity of the technology has caused the supply chain to go “off-shore”.
It would be highly impractical to try to turn back the clock. If it is tried, cost will go up and technology advance may slow. What may happen is that after hundreds of billions and many years have been spent, the result will still be a not-quite-self-sufficient, and high-cost supply chain.
We do recognize national security concerns, and believe that for security applications, a self-sufficient supply chain within one’s own borders is prudent. However, for the much larger civilian market, a supply chain substantially based on free trade system is by far the best approach.
In summary, on COVID-19, Chinese Taipei can help, is ready and willing to help with its know-how, but also needs more vaccines sooner, along with many other APEC members. On Post-COVID economic re-vitalization, Chinese Taipei urges free trade, after giving consideration to vital national security concerns.

在74年前的今天,臺灣也同樣經歷一場血腥鎮壓。

被中華民國接收,島民們一下子從
戰敗者變成戰勝者。
中華民國政府接收臺灣後,卻讓
官員貪腐、通貨膨脹、經濟倒退、歧視打壓等問題

- the Price of Democracy -
The harmonious relationship between the government and the people has lasted, but Rome wasn’t built in one day; Taiwan’s democratic achievement did not come easy. The shift from autocracy to democracy came with bloody fights.
With Japan’s defeat after World War II, the Republic of China government began exercising jurisdiction over Taiwan and reinforced the oppression to secure authorities on the island. Taiwan was plagued with official corruption, inflation, economic recession, and descrimination. The rampant dissatisfaction among civilians escalated and finally ignited the riot of “February 28th” (228) in 1947.
This violence resulted in tens of thousands of deaths. However, the tragedies didn’t end there. In 1949, the government went on to enforce martial law lasting for 38 years during which many people were accused as political dissidents and disappeared by the “White Terror”.
It wasn’t until 1987 that the martial law was lifted. Taiwan underwent various clashes and upheavals to establish a regime, which eventually shaped the vibrant and thriving democracy we have today.

自由中國 vs. 自由的中國
我們先來看國務院的原文+我昨天第一時間的翻譯好了:

In that vein, I am pleased to announce the upcoming visit of U.S. Ambassador to the United Nations Kelly Craft to Taiwan, a reliable partner and vibrant democracy that has flourished despite CCP efforts to undermine its great success. Taiwan shows what a free China could achieve.
「美國支持香港人以及所有追求自由的人。因此我很高興宣布美國駐聯合國大使克拉夫特將訪問台灣。台灣是美國可靠的夥伴,即便中共試圖削弱其成功,台灣的民主依然繁榮興盛。台灣展現了一個自由的中國所能達成的成就。」
我們來解讀最後一句:台灣展現了一個自由的中國所能達成的成就。
現在不少人討論龐佩奧提free China的意義、質疑意圖,還認為他是在說「台灣是自由中國」、更延伸覺得龐佩奧間接認可台灣的獨立⋯🤔
事實上就這篇文章中:
1. 龐佩奧沒有說「台灣是自由的中國」。
2. 龐佩奧沒有說台灣是中國的。
3. 龐佩奧也沒說台灣不是中國的。
4. 龐佩奧更沒有承認台灣是一個國家、政府。
這句話的意思,首先要了解、美方的定調是因為大批港人被捕的情況下、為了展現支持民主自由,所以派了駐聯合國的大使訪問台灣。美國就是「咬死」因為是香港情況、所以我要去台灣。
但這句話的意思也充分展現美國對中華人民共和國的態度維持在那一個立場。還記得龐佩奧去年7月底,故意選在加州尼克森總統圖書館以「中共與自由世界的未來」為題,發表對中國政策演說,也是從那時候開始,川普政府對中共政府的稱呼不再是簡單的「Chinese」,而是CCP(中國共產黨)、PRC(中華人民共和國)。龐佩奧從那時候很清楚要對世界說,在中華人民共和國的土地上,人民與政府是兩回事——因為政府是共產黨。
那問題來了,現在龐佩奧的這句話,點名「台灣展現了一個自由的中國所能達成的成就」,意思就是台灣是作為中國如果自由化後的楷模/目標/最理想情況。白話文就是美國人很樂見中國政府擁抱自由民主,成為自由的中國,台灣呢,就是達成目標的乖寶寶。(好,乖寶寶是我加的,但就是這個意思)。
簡單來說,這就是兩蔣時代,當時美方的思想了。
美國和中國有血海深仇嗎? 沒有。
中國如果有一天民主自由了,美國會支持嗎?應該會吧。對於美國人來說,她的傳統對手是蘇聯;但來到了現代,中華人民共和國的崛起,美國多了一名對手。
既然美國與中國沒有血海深仇,龐佩奧這個發言簡單來說,就是維持美方持續鼓勵中國「民主化、自由化」的基調,沒有更新、更沒有新的論述。
至於怎麼會有些人聯想龐佩奧說台灣是自由的中國,或者台灣是中國,這我不清楚,但我很確定龐佩奧不是那個意思。
至於怎麼會用台灣、怎麼不稱呼中華民國;或者怎麼這麼刻意提及台灣,是不是承認我們的主權...我覺得美方只是用台灣+香港來搓對岸的痛點而已,說穿了,就是為了美國自己的外宣。因此龐佩奧只是認可台灣和中華人民共和國真的不同,至於有沒有同屬一個國家,就回到《六項保證》的第五項:美國不會改變對台灣主權的立場,認為這個問題應該由雙方自行和平解決,美國不會施加壓力要求台灣與中國談判。
簡單來說,就是沒有答案。
至於下一題,美國駐聯合國大使有什麼象徵意義?
的確,現任的美國駐聯合國大使訪問台灣,史無前例。斷交後沒有,斷交前也沒有。
我昨天的新聞有寫到,光是個「前美國駐聯合國大使」最後一次有人訪問台灣,已經是2009年1月6日,當時曾是小布希總統任內的駐聯合國大使波頓(後來他成了川普的國家安全顧問)訪台,還在總統府拜會馬英九。
至於現任的美國駐聯合國大使的官階,昨天詢問專家,如果要對比去年8月來的美國衛生部長阿札爾和美國國務院次卿柯拉克,克拉芙特是排在他們之後的。因為克拉芙特是國務院底下對外事務的外交人員,也就是外交官。當然,她在眾多外交官排名中,重要性前五名肯定是有的。美國在全球各國的代表團中,最重要的目前應該是中國北京、之後是俄羅斯、克拉芙特可以算是第三名,當然還有英國、日本、歐盟...等等。
至於克拉芙特要來畢業旅行,我們政府恐怕也要好好應對接球。最近兩次都看得到是美國高調宣布與台灣各種交流,從日前由國務院宣布1/7即將開的美台政治軍事對話(過去都是開完會後才證實),我們反倒是低調的證實;到這次也是即將卸任的政權宣布大使要來台灣畢業旅行。
台灣自然很歡迎,但我們要如何應對,面對著民主黨全面執政,相信他們會採取更多邊主義的方式治國,台灣如何生存、如何繼續強化我們的國際聲量、話語權,在剩下不到12天就要交接的情況下,是一定要深思的。

〈龍藏經〉浮影幻化互動沉浸式裝置內容取材自國立故宮博物院收藏的〈內府泥金寫本藏文龍藏經〉,為清康熙年間完成的藏傳佛教經典,於宗教及藝術領域上都是難得一見的巨作,故以此為構想規畫為一互動場域。
本裝置設計成透過感測民眾的參與人數多寡,啟動互動機制,展開循序漸進的三段變化體驗過程:從金色粒子的凝聚,至經文、八吉祥的飛揚,再到諸聖尊顯像。以蒲團意象的座椅增強打坐沉澱心境的效果:民眾坐下後,地面會慢慢浮現出經文、八吉祥的動畫,且隨著停滯時間漸久,地面的動畫範圍便逐步擴展。 更設置平板互動區,以擴增實境的手法,讓民眾猶如得到〈龍藏經〉的吉祥祝福,包含六字大明咒翻譯解密與白描尊像彩色幻化兩種形式。
不論國籍、年齡大小,任何人皆可透過科技藝術與文物的結合,深度沉浸在〈龍藏經〉的華美風采中而獲得心靈的感動。
Tibetan Dragon Sutra illusionistic immersive interactive installation is an interactive apparatus inspired by the ancient manuscript. Through the combination of science, art, and cultural relics, viewers can immerse themselves in the wondrous beauty of the Tibetan Dragon Sutra and submerge themselves within the intense spiritual energy emitted. The interactive device features material from the Tibetan Dragon Sutra: Imperial manuscript copy in gold ink housed within the collections of the National Palace Museum.
It is a collection of Tibetan Buddhist manuscripts completed during the reign of Emperor Kangxi. Due to their exquisite craftsmanship, grandeur, and solemnity, the manuscripts are a rare masterpiece in the fields of art and religion. The device is designed to initiate an interactive mechanism through sensing the number of people present. The experience encompasses a three-stage process that is gradually unveiled. Beginning with the amassing and swirling of flecks of golden light, people will then see flying scriptures and the eight auspicious symbols floating around them, followed by images of holy Buddhist figures.
The theater is also equipped with seating similar to the zafu used by Buddhist monks to enhance the meditative and calming effect. After viewers take their seats, the ground surrounding them will begin radiating scriptures and the eight auspicious symbols of Buddhist rituals. Further into the display, the scope of the animations on the floor will gradually expand. Through augmented reality, viewers will feel as if they have received the blessings of the Tibetan Dragon Sutra as they read and comprehend the translation of the six-syllabled Sanskrit mantra while being surrounded by animations of Buddhist statues transforming from black and white into images of vibrant color.
Regardless of nationality or age, visitors can all experience the feast of the senses brought to them by the Tibetan Dragon Sutra.
