淺談「假新聞」
最近上課時學到一個新單字「positionality」,讓我想到當前社群媒體上,不停看到的「fake news」——假新聞。
簡言之,「positionality」(位置性) 被定義為於種族、階級、性別、性取向以及能力等狀態中,創造你身分的社會與政治背景。位置性還描述了你的身分如何影響你對世界的理解與看法,以及潛在的偏見。

以下是我對「positionality」與 「fake news」的些許觀點:
“Fake news” has permeated all facets of life, ranging from social media interaction to presidential elections. Fake news can be defined as “fabricated information that mimics news media content in form but not in organizational process or intent” (Lazer et al., 2018, p. 1094). The creators and outlets of fake news do not ensure the accuracy and credibility of information, but rather disseminate misinformation or disinformation for purposes ranging from personal amusement to creating deceptions to achieve political aims. At times, fake news is created and disseminated by state or non-state actors using social media accounts and networks of bots designed to hijack feed algorithms of platforms such as Twitter or Facebook (Prier, 2017, p. 54). In the 2016 U.S. presidential campaign, Facebook estimated that up to 60 million bots were used to post political content. Some of the same bots were then used in an attempt to influence the 2017 French election (Lazer et al., 2018, p. 1095). Such campaigns can be understood as a form of information warfare, a comprehensive attempt to control and influence every facet of the information supply chain, thereby influencing public opinion and behaviors. (Prier, 2017, p. 54). Often, fake news is not directly created by actors that seek to manipulate but by journalists or content creators whose content favors or aligns with the narratives of these actors (Doshi, 2020).

Nevertheless, while the term “fake news” is commonplace, there is no universal, measurable way to quantify the fakeness or truthfulness of news. There are many fact-checking and media-bias detection tools, but they cannot objectively detect and clarify the more subtle and nuanced aims of manipulative actors that play a crucial role in news production. It can also be argued that the veracity of news depends not only on the actors that seek to manipulate it, but also on the positionality of its consumers. Therefore, one’s initial line of defense against misleading news lies not in the plethora of fact-checking devices but more in one’s pre-existing dispositions and skills to think and act in response to misleading information. This ability can be referred to as critical thinking, which can be more concretely expounded as “reasonable and reflective thinking focused on deciding what to believe or do” (Ennis, 2011, p. 15).

Taiwan, also known as the Republic of China (ROC), is at the forefront of information warfare. It is wedged between the geopolitical struggles of global and regional hegemonies such as the United States and China, the People's Republic of China (PRC). Compounding the matter are the Taiwan’s own political actors vying for influence and power. This struggle seeps into all aspects of life and practice, mainly manifesting itself on social media, a battleground of information warfare. The Ministry of Education of Taiwan is cognizant of these information campaigns, and efforts have been made to introduce media literacy into all parts of its education system. According to the ministry, the government has tried to promote media literacy education since 2000 (MOE, 2002, p. 1), with one of its primary goals to cultivate its “citizens” abilities for independent learning, critical thinking, and problem solving” (MOE, 2002, p. 2).

感謝大家,回來台灣真好。首先我要再次強調,雖然眾所週知,但實在很重要,值得我再度強調。美國在印太區域推動安全、繁榮與民主,有悠久的歷史。我們就是一個亞太國家。我們在這個世界關鍵的區域已經數世紀之久,未來的世紀,我們也將繼續留在這裡。
25年前,我以美國海軍陸戰隊兩棲戰鬥小組的身份,被派駐到台灣海峽區域,在台灣民主很艱困也關鍵的時刻,台灣首次總統大選的前夕。這是美國對台灣安全、繁榮、民主的承諾與決心的展現。
而現在我很榮幸回來台灣,協同一個強健的美國跨黨派參議員代表團。在我們憲法之下,參議員對美國外交政策有關鍵性的角色。台灣關係法(的制定)正是此角色發揮影響的範例。台灣關係法讓美國得以對台灣提供支援,並也幫助台灣抵抗各種的威脅。美國對台灣繁榮、民主、安全的支持,維持的堅若磐石,並也非常跨黨派,正如你眼前的代表團,共和黨與民主黨。這個支持當然也包含支援台灣的人民。
去年,從中国武汉爆發的全球疫情,中国共产党展現出的特性是「不透明」、「沒有全球合作」。今天,非常強烈的對比下,美國正帶領著全球的救援工作,在一個開放與合作的精神下,與我們的朋友、夥伴與同盟,為全球疫情帶來數以千萬,高度有效的疫苗,相當大程度是來自美國人智慧的研發,要給全世界每個角落,包括台灣。而我們在做此事時,也與我們的夥伴、朋友、與同盟,高度配合,如日本,最近也才剛宣佈要把關鍵的疫苗捐給台灣。
讓我再強調,剛才達克沃絲議員有講到的,朋友、夥伴,大家彼此扶持,這是互相的。而我們美國人,是會記得這種事的。看我的口罩,台灣在疫情初期,送了1000萬個口罩給美國,這是其中之ㄧ。如果你看得到,這上面寫「來自台灣的愛」。上面還有旗子,代表我們兩邊的人民。所以我現在在此說,這就是「來自美國的愛」,回報。我們非常高興來此,來跟大家宣佈這個疫苗的重要公告,謝謝您。

Thank you everybody, it’s great to be back in Taiwan. I want to begin by mentioning something that, I think most people know but it’s always important to reiterate. The United States has a long history of advancing security, prosperity and democracy in the Indo Pacific Area. We are an Asia-Pacific Nation. We have been in this critical region of the world for centuries, and will be here in the future for centuries to come.
Over 25 years ago, I was deployed to this region as part of the United States Marine Corps Amphibious Task force, specifically to the Taiwan Strait, during a very challenging and critical time for Taiwan’s democracy on the eve of Taiwan’s first presidential election. That was an important demonstration of American resolve and commitment to Taiwan’s security, prosperity, and democracy.
And now I am honored to be back in Taiwan with a strong bipartisan delegation of United States Senators. Under our constitution, the Senate has a critical role in American Foreign Policy. And the Taiwan Relations Act is an important demonstration of this senatorial role. That Act makes it the United States’s policy to provide assistance to Taiwan, to enable it to resist all kinds of coercion. American support for Taiwan’s prosperity democracy and security remains rock solid and is very bipartisan as you can see from this delegation of United States Senators, Republican and Democrats. This support also extends to the help of people of Taiwan.
Last year, a global pandemic from Wuhan China, that was characterized by a lack of transparency, and a lack of international cooperation, by the Chinese Communist Party. Today, in dramatic contrast, the United States is leading International relief effort, in an open and cooperative spirit with our friends and partners and allies to bring relief from this global pandemic with tens and millions of highly effective vaccines, many developed with American ingenuity to all parts of the world, including Taiwan. And we are doing this in close coordination, with our partners and friends, and allies, like Japan, who also recently announced significant vaccines to the people of Taiwan. Let me conclude by emphasizing the point that Senator Duckworth already mentioned, This is a two way street with regards to friends and partners who look out for each other. And We in the United States remember these things. Look at my mask, there is over 10 million masks that came from Taiwan to the United States at the early stages of this pandemic. This is one of them. By the way if you can see it, it says love from Taiwan. Nice flags representing both of our peoples. So now I say, this is love from America, in return. And we are very please to be here. Making this important announcement on vaccines. Thank you.

“Democracy is a failure” - that’s the narrative the Chinese Communist Party has been trying to plant over the past year and hopes to take root in international discourse and in the minds of its 1.4 billion citizens. This disinformation has heavy implications for democracy in Taiwan, and it’s never been as serious as it is now.
CCP disinformation methods are detailed in a report issued late last year titled “Deafening Whispers” by Doublethink Lab, a Taiwanese organization whose mission is to strengthen democracy through digital defense. The report has just been made available in English.
This interview was recorded in January 2021 when the Chinese-version of the report was first published.
Online disinformation and influence operations affect offline real-world defense and security. Fake news is a global issue and this is The Taiwan Take. Today’s guest is Dr. Puma Shen (沈伯洋), chairman of Doublethink Lab (台灣民主實驗室) and an assistant professor at National Taipei University.

PTT is one of the most open social media platforms in the Chinese language. Though it’s not more populous than Facebook, it’s arguably more impactful than Facebook here in Taiwan. It’s a reflection of Taiwan's spirited democracy, and it’s used heavily as a source for local journalists.
We speak with two INDSR researchers on a year-long project, “A Pilot Study on PTT in the Context of Influence Operations” (批踢踢影響力作戰前導研究)which attempts to identify CCP state actors on the platfor. The researchers are Oddis J.F. Tsai (Policy Analyst at the Division of Defense Strategy and Resources) and Dr. Jui-Ming Hung (Assistant Research Fellow at the Division of Defense Strategy and Resources).
The paper lays out mechanics and - through quantitative analysis - identifies types of suspect behavior on the world’s largest non-commercial, forum-based, open-source online bulletin board system in the Chinese language. Taiwan’s next referendum will soon vote on activating the nation’s fourth nuclear plant, as well as constructing a natural gas plant on an algal reef that's critical for Taiwan’s biodiversity. These decisions come as governments around the world are scrambling to meet the demands of the Paris Agreement, and as environmental activists fight for a more sustainable planet.
Green Parties propose an alternative voice in politics to tackle our environmental ruin. All over the world, there are 91 Green Parties that believe in committing our governments to environmental stewardship, through electing green movement leaders into office. In Asia, Taiwan is home to the region’s oldest Green Party, which won a National Assembly seat in 1996 - their very first election campaign.
Our guest today is Professor Dafydd Fell, a political scientist at SOAS University of London, and Director of the Centre of Taiwan Studies. Dafydd Fell is author of the new book: “Taiwan’s Green Parties: Alternative Politics in Taiwan”, published in March 2021 by Routledge.
