▪️👩🏻💼首位亞裔貿易談判代表
拜登團隊的聲明寫到，戴琪是一位受尊敬的公務員和資深國際貿易專家，她深厚的經驗「能讓美國利用貿易關係的力量，擺脫新冠疫情引發的經濟危機，並追隨總統支持美國工人的貿易戰略。」
45歲的戴琪目前是眾議院籌款委員會的首席貿易律師，在美國-墨西哥-加拿大貿易協議（USMCA）談判中，在爭取較勞工權益條款及環境保護上擔當關鍵角色。2007年至2011年，她在美國貿易代表辦公室工作時，曾擔任處理美中貿易問題的首席律師，還負責美國在世界貿易組織（WTO）對中國發起的訴訟。
戴琪的父母來自台灣，她在首都華盛頓長大，能說流利的中文，畢業於耶魯大學和哈佛大學法學院。1996年至1998年間，她曾以耶魯中國學者身份在廣州住了兩年，於中山大學教授英文。
▪️🇨🇳🇺🇸戴琪:「進攻性戰略」應對中國
「我們正在面臨來自中國的激烈競爭。中國是不會消失的，而一個好的、進步的貿易政策，必須兼具進攻性和防禦性。」多居於幕後的戴琪，在今年8月參與華盛頓智庫美國進步中心（Center for American Progress）的討論會上，談到自己對美中貿易政策的看法。
戴琪分析，川普政府的對華貿易政策及關稅戰，看起來激進有力，但本質上仍屬於「防禦型」。她說美國需要一種比關稅更好的進攻手段，比如透過補貼及激勵措施，幫助美國產業擺脫對中國的過度依賴。
「進攻性(戰略)必須源自我們如何能確保美國、美國工人、產業及美國的朋友，能更快更靈活地跳得更高，更有競爭力，最終能保衛我們開放的民主生活方式。」
她還說，美國應該在戰略上更加強勢：「我認為，在如何與中國競爭的議題上，採取積極、大膽的措施，將得到真正強大的政治支持。」
▪️🗣不只會說中文 「戴琪的強項在美國國內」
「大多數人把焦點放在她會說中文、住過中國、執行過要求中國履行貿易承諾的事務；但她真正的強項在美國國內。」 曾任美國貿易談判代表顧問的彼得森國際經濟研究所資深研究員 #肖特（Jeffrey Schott）告訴本台，私底下，戴琪在國會得到兩黨議員，甚至一些超級大老(very heavy hitters)的讚賞。
「任何一位美國貿易代表，都必須從經營扎實的國內政治支持開始，而戴琦一開始就已經擁有這些。」肖特說。
美國羅耀拉大學商學院教授 #丁弘彬 也認為，戴琪的強項在於對穩定美國勞工利益以及各國會議員選區需求的瞭解。不過，戴琪能為美中談判帶來什麽樣的變數，學者們表示仍有待觀察。
「貿易代表辦公室的角色要放在美國政府大政策下來看。如果大老闆說我要加關稅，策略就會是圍繞著關稅去談判；(美中談判)這個架構在拜登政府的戰略下會發生變化，底下的貿易代表會作為真正的執行前峰。」
丁弘彬解釋，「倒不是戴琦帶來了什麼不同，而是看拜登團隊會給她什麼(談判)工具。」
同樣是華裔背景的前美國駐亞洲開發銀行大使 #陳天宗 對戴琪獲得提名感到歡迎，他告訴本台，戴琪的法律背景、經驗、及流利的中文，都能在美國尋求與中國關係的平衡上發揮極大的作用。他預估戴琪會改變策略，但延續特朗普政府的方向。
「拜登政府領導下，美國將重返多邊貿易的討論；但新的美國貿易代表也必須在現任美國貿易代表萊特希澤取得成功的基礎上承接工作。戴琪可能會改變策略，但目標仍是在美中間建立更可持續、平衡、公平的貿易關係。」 陳天宗說。
▪️🥷美中關係的「負面信號」?
《南華早報》報導稱，中國人民大學國際關係學院教授 #時殷弘 把戴琦的提名看做美中關係的 「負面信號」，原因是她有處理與中國的貿易爭端的經驗，可能代表華盛頓會對中國繼續採取強硬立場。
時殷弘分析，戴琪對華態度為何與她的中文技能或種族無關，北京仍在觀察戴琦對拜登的政治影響力有多大。
中國的互聯網上，一篇《戴琦——比 #余茂春 更顯赫、更危險的華人來了》的介紹文章，正在被大量轉載。
太平洋兩岸的美中政商界都在觀望。
在美國經貿談判、國際貿易與經濟制裁領域有四十多年經驗的肖特說，「要有耐心，因為貿易談判不是下任白宮的頭等大事。」
他解釋，修補美國與歐洲貿易夥伴的關係、打破世界貿易組織的僵局、以及監督剛生效的美墨加協議是拜登政府需要優先關注的事務。
肖特預估，當前美國對中國的關稅「在短期內將持續，直到(拜登政府)對美中貿易策略進行重新評估」。
拜登日前表示，他上任後不會「立即」取消川普政府對現存約3700億美元中國進口商品加徵的關稅，也不會「立即」撤銷特朗普與中國簽署的第一階段 #貿易協定。他將與美國盟友磋商，制定一套連貫的戰略。

1. 摩天大樓全球最多 Building into the sky
香港現時有1,251幢摩天大廈，數量全球最多，比新加坡要多一倍，形成叫世界讚嘆的維港景觀。除了高聳在城中，中銀大廈及香港國際金融中心等亦很具設計特色。

Tiger Muay Thai fighter Matthew Semper fights Malaysian heavyweight champion Ewan "Big Boyz" Omar.
This was an exciting fight between the two heavy hitters that saw all the weapons of Muay Thai utilized and some huge shots landed. Due to the special rules in the part of Malaysia where the fight took place, there were no judges and the fight was ruled a draw after 5 rounds. A rematch has already been set up for later in the year.
