配合指揮中心宣布防疫警戒降為二級，本校調整各項防疫措施如下：

1.7月27日起上午7時至下午7時校園進出口增至七處，夜間則維持三處進出口。校內各館舍管制維持目前三級管制方式。

2.暑期校方辦理課程維持遠距離，如果院系有些課程，需要實體實施，請跟教務處申請；教室內只允許50人以下上課；校屬教學大樓空間暫時維持不外借。

3.強烈建議社團仍以辦理線上活動為主；在防疫相關規範下，於7/27~8/9期間，有條件開放室內50人、室外100人以下之實體活動（體育性活動限制室內20人、室外40人以下）；音樂性社團如無法全程配戴口罩，則不開放辦理活動；其餘體育性及旅遊性活動，因易有肢體碰觸或無法全程配戴口罩(住宿)，將輔導社團嚴格遵守防疫政策，如降低活動人數、住宿一人一室等。

4.學生活動中心開放社團辦公室及場地借用，惟食品、飲料技藝社辦在臺北市政府宣布開放餐廳內用前，仍暫停開放。

5.學生心理輔導中心(含資源教室)即日起進行三級警戒前以及警戒期間之學生的初、晤談安排，以及開放初談預約。

6.保健中心門診維持現行僅上午家醫科看診的模式，且開放接受校外人士初診。

7.圖書館配合措施如下：
(1) 8月2日上午8時起恢復開放讀者入館，7月27～30日期間，仍維持現行閉館窗口服務及開放時間。
(2)全館各樓層開放(含自習室)，開放時間調整為週一至週五8-17時，週六、週日不開放。
(3)閱覽區及自習室一律採梅花座，總圖書館一至五樓閱覽區容留人數上限為400人，自習室容留人數上限為394人。

8.體育室轄管之運動場館，戶外場地將開放田徑場、棒壘球場、網球場、籃球場及排球場；綜合體育館與舊體將開放室內球類場地及健身中心，供本校教職員工生、校友及本校退休人員使用。運動時須全程配戴口罩，不得違規群聚，詳細規範請洽詢體育室或參考各場地現場張貼的使用規範。

9.校內餐廳一律外帶使用，校外委外場地防疫措施是否鬆綁依台北巿政府規定辦理，目前暫停營業商家將再協調開業時間。

10.公文傳送仍暫維持現有運作方式。

11.自7月27日起各單位居家辦公人數調整為不超過單位總人數之二分之一為原則，居家辦公者須完成網路電話設定，維持辦公室聯絡無中斷。此外，居家辦公人員採1小時彈性上下班時間（上班08：00至09：00、下班17：00至18：00）規定。

According to the Central Epidemic Command Center (CECC), the current alert level will be lowered to Level 2 starting July 27. In response to this, the University is asking all of you to fully comply with the newly adjusted measures as follows.

1.Starting July 27, the Main Campus will be accessed via the current three to seven gates, from 7 a.m. to 7 p.m. The campus can only be accessed in the evenings through the three gates. Level 3 access control will continue to be implemented to all university premises.

2.Summer courses will continue to be taught remotely. If necessary, applications for in-person classes may be filed with the Office of Academic Affairs. To this end, each in-person class should accommodate no more than 50 people. Rental of the University’s lecture buildings remains unavailable.

3. Club events are strongly advised to be held online. In compliance with the regulations during the lowered alert level period (July 27-August 9), in-person events with no more than 50 people indoors or 100 people outdoors may be held (the number is reduced to 20 people indoors and 40 people outdoors for sports events). In-person music club events should not be held if the mask-wearing mandate cannot be enforced. For other types of sports and leisurely events where physical contact cannot be avoided or masks cannot be worn at all times (e.g. accommodation), the organizing clubs will be instructed to strictly abide by preventive measures such as reducing the number of participants and following the one person per room policy.

4. The Student Activity Center will reopen student club offices and open rental of its spaces. However, the food and beverage club will remain closed before resumption of dining-in is announced by the Taipei City Government.

5. The Student Counseling Center (including the Disability Support Services) will resume counseling services and reservation as of the day of the lowered alert level. Click the following for more information

7. Preventive measures at the NTU Library are as follows:
1) The library will reopen to the general public beginning 8 a.m. August 2. From July 27 to 30, it will remain closed and only the circulation service is available.

2) All floors will reopen (including the B1 study rooms). The opening hours are 8 a.m.-5 p.m., Mon. through Fri. The library is closed on weekends.

3) Criss-cross seating will be implemented in the reading areas and study rooms. The library may accommodate up to 400 people in its reading areas (1st to 5th floors). The reading rooms may accommodate up to 394 people. Click the following for more information

8. The Athletic Department will reopen the outdoor Sports Field, baseball and softball fields, tennis courts, basketball courts and volleyball courts. Indoor ball courts and the fitness center at the NTU Sports Center and the old Sports Center will be reopened to all members of the NTU community. Please wear a mask at all times when you play sports. Clustering in these locations is strictly forbidden. For more information, please contact the Athletic Department or refer to terms of use at every venue.

9.On-campus food locations provide take-outs only; off-campus restaurants will follow the announcements by the Taipei City Government. Talks with the food providers on resuming operation is still ongoing.

10. The current method for delivering official documents will continue.

11. Starting July 27, not more than ½ of all the staff in a given academic/administrative office should work from home. Those that do should have their internet phone set up and abide by the one-hour flextime (clock in 8-9 a.m.; clock out 5-6 p.m.).

今日環境保護意識進步，
早期的嚴重工廠污染已漸為人淡忘。
看到老照片中，42年前的台北市區，
還有工廠終日運轉，排出廢氣威脅國小師生健康。
戴著口罩運動不是今日才有的事，
雖然原因不同，回首過往，

松山國小罩濁煙 師生無語問「灰」天!
半數以上罹染.喉頭鼻腔毛病.紛請轉學調職.不堪常期污染

【本報記者周萍、趙南雍專訪】初到台北市松山國小附近的人，很容易把天空中灰濛濛的一片當作濃霧，等弄清楚了竟是工廠排出來的廢氣，不禁訝異的蹙眉掩鼻，避之唯恐不及。然而，松山國小近三千位學童，百餘位教職員，卻天天呼吸這些嚴重污濁的空氣。

去年，松山國小遭受空氣污染危害的情形，經過本報披露，曾引起有關單位重視，並即謀求改善。但是，時隔九個月，確實改善了嗎？目前，和松山國小東側毗鄰的三家工廠，永明鐵工廠配合該校作息時間，白天停工，夜晚操作。永和鐵工廠及寶山磚廠排放的含金屬氧化物的黃濁色煙，及黑煤煙，仍然每天隨風飄向該校每一個角落。晴朗風勁的天氣，濁煙倒還容易揮散，陰雨或無風的日子，灰濛濛的廢氣就籠罩整個松山國小，滯留不去。一片朦朧中，從校園這端竟然無法看清楚對面距離四十公尺的三樓教室。

教室門窗上的玻璃每天蒙上褐黃色的一層物質，粉白的牆壁也薰成灰黑色，課桌椅不到半天就舖上一片灰層，清潔工作令教師和學生感到頭痛。建成甫一年的游泳池，看台欄干已受廢氣侵蝕的斑鏽不堪，雖然每天由校工做清潔工作，水面還是飄浮著黑煤渣，池底總是一道黑垢，刷不勝刷。

事實上，根據最近的各區污染測定結果顯示，台北市空氣中浮游塵、落塵量、鐵板腐蝕度，仍以松山、南港區最高。而松山國小附近的落塵量仍然高居松山區首位，每平方公里達二十二點多公噸，較去年未見降低。 最叫人擔心的，是金校學生的健康問題，林宗源校長嘆氣說：兒童是國家未來的主人翁，他們的健康也是國家的財富啊！

去年，松山國小曾作了一項全校學生健康狀況的統計，發現百分之七十以上的學生患過氣管炎，百分之六十學生經常咳嗽或喉嚨不舒服，百分之十的學生上課經常有頭暈現象。據該校教師們最近觀察，這些情況目前並未改觀。三年一班學生章上林和陳念平說：上課時，常有帶瓦斯味的黑煙飄進教室，聞了就耍咳嗽、喉嚨痛。同班同學嚴心逸上星期甚至還流鼻血，醫生說是得了過敏性鼻炎。 二年四班的王杏如也是一嗅到廢氣煙霧就不停的咳嗽，有時戴上口罩也沒用。另一位同學李松樹，則是經常頭暈、噁心，等「臭臭的煙」消失後就好了。

一年級的曾繁華小弟弟，去年才進松山國小就讀，那時身體沒有一點毛病，現在卻已患了嚴重的鼻塞，必須天天用藥。曾小弟弟的父親說：他一開學鼻病就發作，寒假期間不上課在家，症狀就輕了許多。 家長們心疼子女健康受摧殘，要求轉學的愈來愈多。上學期已轉走五十六個學生。這學期至今也有三十二人轉至其他小學，據該校教務處說，轉學的理由至少三分之二是基於無法忍受污染的空氣。

松山國小八十多位教師中，到校服務滿一年以上的，多少都有呼吸系統疾病。教社會科的高老師有嚴重鼻竇炎；上六年級課的曾姓老師經常喉嚨作痛，肺部難過；教美勞的董老師則氣管過敏，老是咳嗽，有濃黑色痰；林宗源校長更是經常隨身攜帶鼻孔通霧器。

由於松山國小教師們經常前往公保醫院聯合門診中心耳鼻喉科求治，該中心李宏信醫師曾開玩笑地說：『松山國小的教師一律特別用最好的藥。』他並且贈送數本自著的「淺論耳鼻喉病」給該校全體教師，囑咐他們多吸收有關知識，以對抗烏煙瘴氣的環境，保養健康。

教師們忍受不住廢氣薰染，多萌去意，上學期就有近十位教師請調他校，由於積分的資格限制，僅有兩位調成。對於污染禍源的工廠，有關單位雖然一再管制、罰款，黑煙還是照冒，工廠方面不願花幾十萬元裝置處理廢氣的設備。市政府輔導污染性工廠遷移至桃園大園工業區的計劃，又因為電力線路費用等問題，還在作業階段。經濟部、市政府、工廠各有苦衷。何時重見新鮮空氣，松山國小師生只有無話問「灰」天。

各位好：

因臺北市及新北市已有多起染疫個案，且持續增加中，疫情已是警戒標準的第三階段，除校方已於5月14日發布本校各項防疫措施以茲因應外，有關教學及學生申辦業務相關因應措施，務必配合辦理：

.
(1) #5月17日起至本學期結束(109-2)，#本校所有課程 (#含期末考) #全面採用遠距或線上方式辦理。教師可善用學校新一代數位教學平台 NTU COOL，上傳課程影片進行非同步之遠距教學及進行線上測驗。有關期末考評量方式，本校提供在家線上測驗、線上口頭報告及互評或線上實作演練等彈性辦理形式，請參閱附檔( http://curri.aca.ntu.edu.tw/covid/課程評量調整建議.pdf )，並請老師預作準務必遵守防疫規範。

(2) 教務處原先各項需透過授課教師、導師、指導教授、系所及其主管等親簽之文件，包含停修、休學、輔雙等臨櫃業務，改採變通方式辦理。學生得透過e-mail附帶已填妥之相關表單及/或檔案，寄送該表單給老師及承辦單位，以老師及承辦單位同意之e-mail取代簽名後，再由申請學生將e-mail轉寄所屬教務單位承辦同仁。惟仍依各項申請規定之截止時間辦理。

(3)碩博士生學位考試得以視訊方式進行。#遠距口試的委員仍將致送口試費用，#但不得請領車馬費。委員簽名可採電子簽名。

(4)因應疫情，109-2學期繳交論文的截止時間延至8月31日，因隔天就是下一個學期開學日了。口試的時間也彈性處理，只要碩博士班學生能夠在8月31日以前完成繳交論文程序，就能如期畢業，如果無法在8月31日前完成繳交論文的程序，則下一個學期須註冊繳費，而修業期限屆滿者應令退學。

Dear NTU community members,

Due to a rapid escalation in the number of COVID-19 cases in Taipei City and New Taipei City recently, the epidemic situation is now approaching Alert Level 3 (orange light). In response to this urgency, the University is asking all academic and administrative units to comply with the following preventive measures:

.
1) Starting May 17th, all classes will be switched to remote-only instruction for the rest of the spring semester. Instructors can upload their lecture videos to NTU COOL. Since the epidemic is escalating, the alternative to on-site final exam for assessing students’ learning outcome is strongly recommended and planned in advance. The University provides mechanisms for conducting online testing, online oral reporting, peer assessment and online drills. 2) To prevent the epidemic, all application forms with review and/or signature from course instructors, mentors, advisors, and/or supervisors of departments/graduate institutes/degree programs (Course Withdrawal, Leave of Absence, Dropping Double Major and/or Minor Study etc. are included) can be replaced with flexible application procedures. Students can mail to the person and/or unit in charge with application form as attachment. If they approve your application, please forward this approved mail to the according unit of Office of Academic Affairs [note]. Late submissions will not be accepted.

3) Graduate students can take their master’s or Ph.D. thesis/dissertation defense through the video conference. The signature of the committee member can be replaced by an electronic scan. The committee members who use the video method to conduct the master’s or Ph.D. thesis/dissertation defense are allowed to apply for their attendance fee, but not allowed to apply for their travel allowance.

4) In response to the COVID-19 pandemic, the deadline of the thesis/dissertation submission for the second semester of the Academic Year 2020-2021 has been extended to August 31, 2021 because the next day is the first day of classes for the next semester. The deadline for the thesis/dissertation defense is also flexible. As long as the Master’s and Ph.D. students can complete their thesis/dissertation submission process by August 31, 2021, they will be able to graduate on schedule. If the students are unable to complete the process of submitting their thesis/dissertation by August 31, 2021, they have to pay the tuition and fees for the next semester, and if their maximum period of study has expired, they shall be ordered to be withdrawn from the university.

[NOTE] Students affiliated in the following units shall mail to the Branch Office of Academic Affairs of the College of Medicine: Second Degree Bachelor of Science in Nursing (all students), Department of Nursing (sophomores and above), other undergraduate departments of the College of Medicine (juniors and above) and Department of Public Health (sophomores and above); other undergraduate students shall mail to Undergraduate Academic Affairs Division.
