High-ranking officials who have been sanctioned by the US and those who have not yet made it on the list have each responded, one after another, in a “One Country, One System” tone of voice. Apart from "resolutely opposed" and "severely condemned," they have not addressed the reasons behind the US’ decision for the sanctions. They say it is an honor to be sanctioned for the cause of the nation. Some simply issued statements in simplified Chinese characters, clearly not targeted at the Hong Kong people. The most ludicrous is that Carrie Lam said she was planning to proactively cancel her US visa that expires in 2026 anyways. It turns out that she cannot enter the US border because she “voluntarily canceled” it herself. Her Ah-Q-style, self-consoling spirit does not die!
An honor or a disgrace, it really depends on who issued the sanction. To be sanctioned by North Korea, Cuba, Russia or China is not the same as being sanctioned by the US. As such, feelings of glory or humiliation should be the opposite too. Some international experts and finance experts analyzed that the strictest clause is to “prohibit all transactions by US persons or within (or transiting) the US that involve any property or interests in property of designated or otherwise blocked persons.” If genuinely implemented, it would mean that the bank accounts and credit cards of sanctioned individuals will be canceled, their Facebook accounts will be shut down, McDonald’s cannot sell them Happy Meals, they cannot buy iPhones from Apple and cannot enjoy original factory maintenance services, etc. It is said that even China-funded banks will be black-listed because China-funded banks also have branches in the US. It is still uncertain whether these will be the case because never before have sanctioned individuals come from an international finance center such as Hong Kong. Although it is undetermined, the concerned parties cannot but consider the implications and countermeasures if confirmed. It is embarrassing enough just not to be able to use a credit card.
In 1969, the Soviet Union wanted to carry out a “surgical strike” on China’s nuclear base. It tried to gauge the reaction of the US, but the US halted them to stop. Why did not the Soviet Union test the water with other nuclear-weapon states such as the UK and France? This is because the US military power is strong enough to contain reckless military actions by other countries.
In 1971, Henry Kissinger made a secret visit to China and the Sino-US relations achieved a major breakthrough. That year, the United Nations (UN) General Assembly passed a motion to admit the entry of China in the UN. How is it that China had struggled for more than two decades to join the UN but managed to win the resolution this round? This is because the US had changed its China policy.
In 2000, the US granted China permanent normal trade relations status. The following year, China entered the World Trade Organization (WTO) and has since found prospering opportunities to become the World’s Factory in the global market. Why had China not been able to enter the WTO for so many years? This is because the US did not grant China this permanent normal trade status until this time.
When China and the US commenced diplomatic relations in 1979, Deng Xiaoping visited the US and said to his accompanying associate on the plane: “Looking back over the past few decades, all countries that have good relations with the US have prospered.” China has indeed thrived. What Deng did not say was that the countries that have unfriendly relations with the US have pauperized, such as Cuba, China before 1976, and even the Soviet Union, which had only strategic weapons, and its people had to line up to buy bread.
The Cold War after the Second World War was led by the US, and other Western countries followed. The US has always been the trending global leader with its national power, system, technology, dollar hegemony, pop culture, and free spirit. It is not that the US does not make mistakes, but its system and the spirit of freedom make it capable of correcting its mistakes. The US began the wave of diplomatic relations between Western countries and China in the 1970s, and the trend of investing in China in the 21st century. Without the US, China would still be isolated and impoverished. The US is now making amends and starting an ultra-cold war with China, which seems to have also shown a trend-setting momentum.
So, are sanctions the new direction? At least the Five Eyes Alliance will follow subsequently. Stop deceiving yourself with “I have no assets in the US” and “I do not want to go to the US.”
Therefore, not only eleven individuals and their families suffered insomnia last Friday night, but also some followers and those who did things against their conscience. Returning officers responsible for disqualifying nominees, wicked police officers, 18 members of the Council of the University of Hong Kong, and those who claimed not patriotic enough to make it to the first sanction list and not able to enjoy the honor. I’m afraid they did not get a wink of sleep either or at least suffered anxiety because only an idiot cannot see the true powers and the direction of the world trends.
The humiliation brought about by being cut off from US companies, the immediate considerations of various inconveniences, the spread of sanction from the US to other civilized countries, the devastating impact on the will to govern subordinates and the entire ruling team, and many more. These will not just happen overnight but will come one after another and very soon. The responses of the sanctioned high-level officials are really just nightcrawlers whistling.

綠黨作為全球串連的政黨,對於國際人權的聲援,也責無旁貸。今(5/3)本黨代表出席聲援朱利安·亞桑傑(Julian P. Assange)的記者會,是基於 #資訊公開 跟 #新聞自由 的基本人權之故。
誠如大家所知,Assange是 #維基解密 的發起人跟代言人。這個網站,因為揭露了美國政府在戰爭中的不法情事,致使被美國政府通緝,日前在英國被捕,正在引渡回美國受審。
維基解密至今發佈了超過1000萬份文件、及相關分析,主要內容是涉及政府在戰爭、諜報,跟相關的官方機密文件的大型資料庫。Assange在訪談時表示:維基解密是全球最受嚴密監控的文件之大型資料庫。台灣綠黨一致肯認這件事情的意義,並且站在新聞自由的立場,呼籲政府應該接受人民的監督,以及面對自己的作為。
維基解密過去曾發布大量的敏感性資料,這些事情雖然令相關單位感到不堪或尷尬,但是這也促進了世界各國對人權的保障;包括2008年的《經濟學人》雜誌和國際特赦組織... 等,都多有肯定。《紐約每日新聞報》甚至將其列為「徹底改變新聞界的網站」中的第一名;這都是肯定維基解密對資訊揭露、促進世界和平的重大貢獻。
本黨認為:公權力需要受到監督、以及政府決策過程需要透明化的立場,在此進行聲援。無論是英國或美國,都是民主典範的國家,我們也在此呼籲,面對新興的網路科技資訊應用,兩國都該有其表率風範,落實對言論自由或新聞自由的保障。
我們同時也希望 Assange 先生,需要主動面對他在瑞典受指控的性侵害案;新聞自由誠然有其正當性,但是對於「身體自主權」的尊重,也是全球綠人的核心價值。
於此同時,維基解密網站的內容,近幾年也因為跟俄國過從甚密,而帶來人權侵害的另一隱憂。「資訊公開」如何避免成為極權主義介入他國內政的工具,這是當代資訊科技愈發普及之時,公民們也需要有對應的媒體識讀能力,才能營造出更為長遠的和平願景。
今天的記者會,是由本黨前召集人艾琳達協同召開。我們很榮幸可以在全球綠人的核心理念之下,關切此一國際人權事件,並對此發聲。美國跟澳洲的綠黨夥伴們,也都有相關的聲援行動。未來希望大家持續關注,無論是維基解密的相關進展、抑或是國內的假新聞濫竽充數,都能化阻力為助力,一起為了更好的台灣而努力!

〔May 3, 2019, Press Conference - In Support of Julian Assange〕
As an international party, Green Party Taiwan is firm on its position to advocate international human rights. Therefore, in today’s press conference (5/3/2019), we gather here to support Julian P. Assange and to support human rights in forms of information transparency and freedom of the press.
Julian Assange is the founder and the spokesperson of Wikileaks, a website that uncovered and published unlawful engagements of the US army in 2010, and Assange was later indicted by the US government for it. Last month, Assange was arrested by the UK police and is now in the process of being extradited to the US for his trials.
Since its launch, WikiLeaks has published over 10 million entries of data and analysis, specializing in war, spy, corruption, and relevant official confidential documents. Assange has said in an interview that “WikiLeaks is a giant library of the world's most persecuted documents.”
Green Pary Taiwan believes it is essential that freedom of the press is protected and the governments are held accountable for their actions.
Wikileaks has published a large amount of sensitive information that embarrassed the authorities involved, but in the process, it helps promote the protection of human rights across the globe. Their endeavors were recognized by The Economist and Amnesty International, among others. New York Daily News even listed Wikileaks as one of the five “pioneering Web sites that could totally change the news.” These awards and recognitions highlight how much Wikileaks has contributed to increasing information transparency and world peace.
Green Party Taiwan believes that the public power needs to be overseen and that the making of public policies should be transparent. That is why we are here today to support Julian Assange. As the UK and the US are role models of democracy, we hope that both countries will lead by example and take actions in protecting freedom of speech and freedom of the press.
Meanwhile, we ask that Mr. Julian Assange take initiatives in facing the rape charges against him in Sweden. While the Green Party values freedom of speech, we also value each person’s boldly autonomy.
We also hope that Wikileaks will keep its distance from Russia, as it has been accused of assisting Russia in interfering with other countries‘ internal affairs, posting threats to human rights by empowering an authoritarian regime. How to protect “information transparency” from becoming a tool of authoritarian interference is an urgent issue that needs attention. We hope that citizens across the globe will increase their media literacy in this age of digitization to sustain global peace.
Today’s press conference is held by Green Party Taiwan as well we Miss Linda Arrigo, a former leader of Green Party Taiwan, and we are honored to be able to voice our opinion in advocacy of human rights, which is a core belief of the Green Party. The Green Party in Australia and in the US have also voiced their support for Julian Assange. We hope this press conference would invite more attention to issues surrounding Wikileaks’s future as well as damages that are being done to freedom of speech in Taiwan, such as fake news and misinformation. We hope such attention would create positive momentum to improve Taiwan.

原本只是路過,結果這個城市卻讓我印象意外深刻,除了這裡英文標示清楚、交通便利、擁有景色宜人的河岸散步道之外,還有兩個讓我覺得很有意思的地方:
1. 1918年最後一任沙皇一家七口在這個城市被無辜殺害,處決現場現在矗立著濺血教堂(Church of the Spilled Blood),遺體被棄置處則成為有七座木造教堂的Ganina Yama園區,兩個地方都成為東正教徒朝聖的地方。有趣的是,後來沙皇一家七口都被東正教封為聖人,因此在紀念品店裡可以看到「全家福」的聖像畫,全家大小像一般家庭拍照那樣坐在一起,但每個頭上都多了一個光圈。
2. 葉爾欽博物館。促成蘇聯解體的俄羅斯聯邦第一任總統葉爾欽在似乎在俄羅斯人心目中風評不太好(相較於做了這麼多年,支持率還是絲毫未減的普亭),不過他的家鄉葉卡琳特堡還是為他建立了一座博物館。博物館本身建築就很引人注目,不過讓我更覺得震撼的是它表達出的強烈反思意識。展場開頭就毫不留情的批評,由於俄羅斯走上共產主義的道路,和人類社會的發展趨勢脫節了70年之久;但最後也沒有把葉爾欽英雄化,甚至把他晚年支持率掉到只有5%、以及背後的原因都寫出來(所以大家不要再嘲笑9.2%了啦,人家比上不足比下有餘呀XD)。這種誠實面對功過、不隨便神化個人並且讓參觀者自己去思考的設計我很喜歡,這和我拜訪的前一個國家正好形成強烈對比。
I thought this is just a random stop on my trip, but was later impressed by it. In addition to helpful English signs, decent transit system and scenic river walk, I found two interesting places in the city.
1. The last Year along with his family were executed here in 1918. A landmark cathedral "Church of the Spilled Blood" was later erected on the execution site, and now at the disposal site stand 7 wooden chapels, to memorize the Tsar, the queen and 5 children. What I found interesting was, since the entire family was later declared saints by Russian Orthodox Church, now at the souvenir shop you can find the painting of a "saints family", which is like a typical family photo but there is a ring around everyone's face.
2. Yeltsin Museum. The first president of Russia Federation and the person who pushed the button of the Soviet Union dissolution, Yeltsin received fairly negative criticism (compared to Vladimir Putin, whose support hasn't dropped since he came into power in 2000), but still his home city founded a museum for him. The building itself was eye-catching, but what amazed me was the reflective voice it conveys. At the beginning of the exhibit, the Soviet Russia was criticized that "it led the country astray for 7 decades"; at the end, Yeltsin was not deified either. His 5% support rate and its historic context were honestly presented. I really like this experience, as it leaves a visitor not a firm conclusion, but a room to think more. This is a huge contrast to my experience in the previous country.
喀山 Kazan
這是一個我原本就有所期待、但後來發現期待以外的驚喜的城市。
大家都知道中亞地區有五個斯坦國,他們的下面還有兩個斯坦(阿富汗、巴基斯坦),不過很少人知道其實俄羅斯境內也有個斯坦國:韃靼斯坦(Tartarstan),是由韃靼突厥人(Tartar Turks)人為主體的俄羅斯聯邦境內的自治共和國,首都就是喀山,他們獨特的文化傳統可以追溯到16世紀的喀山汗國(蒙古四大汗國中的欽察汗國瓦解後的產物)。因此在這裡既可以見到東正教堂,也可以見到規模與氣勢毫不遜色的清真寺,兩群人兩種信仰在這個城市裡並存著。我當初決定要來喀山,為的就是要來體驗這種獨特的文化氛圍。
但這個城市還給了我更多的驚喜。喀山的文化很特別,但它不光靠自己的文化獨特性存活。近來喀山每兩年就主辦一次國際賽事,除了這次有參與主辦2018世界盃之外,2013年的世大運就是喀山主辦的,因此整個城市的基礎設施非常完整,俄英雙語的標示與地圖到處可見,辨識度極高的旅遊資訊中心裡有英文流利的服務人員,更不用說這裡大概永遠不會有「蚊子館」的問題。喀山也是歷史悠久的大學城,據說最近還成立新學校培養資訊科技人才。誰說一個文化古城就一定要把歷史遺跡當唯一賣點?喀山曾經膨風自己是俄羅斯第三首都,它的人口距離全國第三還很遙遠,但它的企圖心和行動力確實有著緊追莫斯科和聖彼得堡的氣勢。
Before arriving, I already had some expectation for this city, but it proved itself beyond my expectation.
Everyone knows there are 5 -stan's in Central Asia, and two more in their south (Afghanistan and Pakistan), but very few know there is one more -stan in Russia: Tartarstan Republic, an autonomous republic made of primarily the Tartar Turks, whose capital is exactly Kazan. It's cultural root can be traced up to the Kazan Khanate, one product after the dissolution of the Golden Horde Khanate. Therefore both Orthodox cathedrals and mosques can be seen in this city. Two people and two religions live harmoniously here. This is why I wanted to come here originally.
However, there are more surprises. Kazan doesn't live on its unique cultural root. Instead, it develops as a sports city and hosts an international game almost every other year recently. It is well-equipped with modern facilities, bilingual signs and English-speaking staff at visitor information centers. And I guess they never have to worry about what to do with arenas and fields after a game, as they are always hosting the next. It has also been a well-known college town, and is currently focusing on developing IT professionals. It never limits itself to its cultural heritages. Kazan had marketed itself as "the third capital of Russia". It's far from the third in terms of its population, but its ambition and competitiveness are indeed close to the two largest cities.
