［ Smart City + Cultural + Travel of Yunlin ]
Yunlin , It’s our Time !!
本次受邀出席由聯合國教科文組織UNESCO 與NETEXPLO 所舉辦的2019 Smart Cities 論壇，
除了有來自全球數十個城市Smart Cities cases share 外， 主辦單位也非常nice 安排了副縣長謝淑亞與我的專訪， 讓我們有機會在全世界的舞台上分享Yunlin 現階段及未來smart cities 的規劃。
雖然Yunlin 的智慧城市計劃仍在架構中，但是藉由科技來提升縣民的便利與生活品質的提升是必要的，不過如同專家的分享，所謂的smart cities未必是要發大錢在hi tech高科技上，low tech ㄧ樣也能創造出smart City 的概念， smart City 的精神在於居民的生活品質優化，公民的參與，以及環境的永續性發展sustainable, 每個縣市可以依據自身的資源狀態，規劃出適合的智慧城市取向。
身爲雲林縣文化處長，職掌Yunlin 的文化與觀光，今天在NETEXPLO 的專訪中，藉此我提出Yunlin smart City 的觀點大致上如下：雲林不是個富有的縣，我們深知自己的優勢來自大自然生態平衡的環境，在這塊土地上可以蘊育出最優質的農業、漁業、蓄牧，以及最具台灣公民生活型態的宗教與人文特質，在智慧城市的規劃下，我們採環境的永續性，居民高度參與友善土地，解決居民們生活與生存的幸福感。
我們不過度依賴高科技，我們發展以人為本的「文化觀光」強調人與人之間的感情、人與文化傳承的關聯，每一個遊程都希望加深人們對這塊土地的關懷與了解，人文與歷史脈絡是我們行銷Yunlin 最大賣點，APP 的線上行動服務也以提供文化資訊為首，大數據的技術採用，除了高效率精準TA服務行銷外， 最終還是站在輔助外來遊客高質感的遊程體驗，也讓居民們可以更輕鬆簡單的參與鄉鎮縣市的行銷。
對於雲林智慧城市的發展，我們定位為「幸福」， 在人文與科技的平衡下，發展成最適合居民生活的永續城市。
Yunlin is not a rich county, we deeply know that our advantages come from our balanced natural habitat. This land has produced the highest quality of farming, fishing and animal husbandry, and the most traditional Taiwanese religious heritage and humanities characteristics. Under our smart city planning, we want to adapt a continuous ecosystem, a high level of local participation and beneficial to the earth, to settle the local’s living conditions and a sense of well-being.
We will not become too dependent on technology, we want to create a ‘Cultural Tourism’ for people, with emphasis on the relationship between people, the interaction between people and cultural succession. We hope that each system will increase peoples’ concern and familiarity with this place, people and history is Yunlin’s major selling point. The online service of this app can also provide cultural information, big date research and aside from having an effective way to market our audience, we can assist foreign tourists to have a high quality travel experience. At the same time, also allow the locals to have a convenient, simpler way to become involved with each city, town, and province’s marketing plans.
For the development of Yunlin Smart City, our goal is ‘Happiness’, creating a balance between humanities and technology, and become the most suitable living environment in this sustainable city.
科技始終來自於人性， 人的互動，人的溫度，不應該因爲科技而減少，反之，真正的Smart City是人與人的互動更頻繁，人與人之間的情感更緊密。
