ซาอุดีอาระเบียเป็นประเทศที่มีปริมาณสำรองน้ำมันดิบกว่า 267,026 ล้านบาร์เรล

น้ำมันที่มีอยู่อย่างเหลือเฟือยังถูกนำมาใช้ในประเทศ ทั้งการขนส่ง และการผลิตกระแสไฟฟ้า
ซาอุดีอาระเบียผลิตไฟฟ้าจากน้ำมันเป็นสัดส่วนถึง 42% ของการผลิตไฟฟ้าทั้งหมด
ซึ่งเป็นไม่กี่ประเทศที่ผลิตไฟฟ้าจากน้ำมันในสัดส่วนสูงขนาดนี้
นอกจากน้ำมัน แหล่งพลังงานที่สำคัญในการผลิตไฟฟ้าของประเทศนี้ ก็คือก๊าซธรรมชาติอีกราว ๆ 57.8%

เท่ากับว่า การผลิตไฟฟ้าในประเทศซาอุดีอาระเบีย จะมาจากเชื้อเพลิงฟอสซิลเกือบ 100%

ซึ่งแน่นอนว่า เป็นการสร้างปัญหามลภาวะในอากาศ โดยเฉพาะการปล่อยก๊าซคาร์บอนไดออกไซด์ออกมาในระหว่างกระบวนการผลิต

พอเรื่องเป็นแบบนี้ ซาอุดีอาระเบียจึงต้องการเปลี่ยนแปลงมาใช้พลังงานหมุนเวียน
และพลังงานสะอาดเพื่อผลิตกระแสไฟฟ้า ซึ่งยังรวมไปถึงการส่งออกพลังงานดังกล่าวเพื่อสร้างรายได้มาชดเชยรายได้จากการส่งออกน้ำมันที่ในอนาคตมีแนวโน้มที่จะลดลง

เยอรมนีเป็นประเทศที่ผลิตไฟฟ้าจากพลังงานแสงอาทิตย์มากที่สุดแห่งหนึ่งของโลก โดยในปี 2020 มีกำลังการผลิตไฟฟ้าจากแผงโซลาร์เซลล์กว่า 51 เทระวัตต์-ชั่วโมง (TWh)
สูงเป็นอันดับ 5 ของโลก และเป็นอันดับ 1 ในยุโรป

และยังเป็นประเทศที่มีกำลังการผลิตไฟฟ้าจากพลังงานลมสูงถึง 134.5 เทระวัตต์-ชั่วโมง (TWh) สูงเป็นอันดับ 3 ของโลก และเป็นอันดับ 1 ในยุโรป

ที่น่าสนใจคือ ภายในปี 2050 รัฐบาลเยอรมันตั้งเป้าไว้ว่า
การผลิตไฟฟ้าภายในประเทศจะมาจากพลังงานหมุนเวียนทั้งหมด 100%

ความสำเร็จของอุตสาหกรรมพลังงานหมุนเวียนของเยอรมนี ล้วนเกิดจากการวางแผนที่ดี
การสนับสนุนและลงมือทำอย่างจริงจัง รวมไปถึงความร่วมมือกันระหว่างทั้งภาครัฐและเอกชน จนทำให้เยอรมนีได้รับการยอมรับจากหลายประเทศ ว่าเป็นหนึ่งในประเทศต้นแบบในด้านพลังงานหมุนเวียนที่หลายประเทศต้องการเดินรอยตาม ซึ่งรวมไปถึงซาอุดีอาระเบีย

สำหรับซาอุดีอาระเบียปี 2018 นั้น การผลิตไฟฟ้าในประเทศมาจากพลังงานหมุนเวียน
น้อยกว่า 1% ของแหล่งพลังงานทั้งหมด

พอเรื่องเป็นแบบนี้ จึงทำให้ซาอุดีอาระเบียตั้งเป้าที่จะผลิตไฟฟ้าด้วยการใช้แหล่งพลังงานหมุนเวียนให้ได้ 50% ภายในปี 2030

แต่การเพิ่มสัดส่วนการผลิตไฟฟ้าจากพลังงานหมุนเวียนให้ไปถึงสัดส่วนดังกล่าว
นอกจากการศึกษากระบวนการทำงานของประเทศต้นแบบที่ประสบความสำเร็จแล้ว ซาอุดีอาระเบียจำเป็นต้องใช้เงินลงทุนจำนวนมหาศาล

รัฐบาลของซาอุดีอาระเบียตั้งเป้าหมายว่า ในช่วงระหว่างปี 2020-2023
ซาอุดีอาระเบียจะลงทุนในโครงการพลังงานหมุนเวียนไม่ต่ำกว่า 1.5 ล้านล้านบาท

ปัจจุบันซาอุดีอาระเบียได้ก่อสร้างโครงการพลังงานลมที่ชื่อว่า The Dumat Al Jandal
ซึ่งเป็นโครงการพลังงานลมที่ใหญ่ที่สุดในภูมิภาคตะวันออกกลาง

นอกจากนี้ รัฐบาลของซาอุดีอาระเบียยังวางแผนที่จะพัฒนาโครงการ Green Hydrogen ซึ่งนับเป็นโรงงานผลิตไฮโดรเจนสะอาดที่ใหญ่ที่สุดในโลก ซึ่งโครงการนี้มีมูลค่าโครงการสูงกว่า 2.1 แสนล้านบาท

Green Hydrogen นั้นเป็นการผลิตไฮโดรเจนโดยการแยกน้ำด้วยไฟฟ้า ที่ไม่มีการปล่อยก๊าซคาร์บอนไดออกไซด์ออกมา และก๊าซไฮโดรเจนที่ได้จะถูกนำไปผ่านเซลล์เชื้อเพลิงเพื่อเป็นแหล่งพลังงานในการผลิตกระแสไฟฟ้าต่อไป ซึ่งรัฐบาลของซาอุดีอาระเบียวางแผนที่จะส่งออกไฮโดรเจนสะอาดไปขายยังตลาดโลกอีกด้วย

ซึ่งการลงทุนดังกล่าวนั้น นับเป็นหนึ่งในแผนภายใต้ Vision 2030 ที่เป็นนโยบายหนึ่งของการพัฒนาซาอุดีอาระเบียไปสู่ยุคสมัยใหม่ ที่ต้องการลดการพึ่งพาน้ำมัน

เรื่องนี้เป็นกรณีศึกษาที่น่าสนใจ จากประเทศที่มีรายได้จากการส่งออกน้ำมันในปี 2019
กว่า 6 ล้านล้านบาท เป็นหนึ่งในประเทศที่มั่งคั่งที่สุดของโลก

แต่เมื่อแนวโน้มความต้องการใช้น้ำมันซึ่งเป็นสินค้าส่งออกหลักของประเทศเริ่มลดลงเรื่อย ๆ

最近黑警被揭發，出現一款新型警察衝鋒車，除了放棄意大利IVECO車廠的「Daily HI-MATIC」、重新向德國平治車廠採購外，甚至特別落Order，一改過去警車透明玻璃設計，要求將新警車中後排車窗改用黑色玻璃，車外難以觀察車內情況，令人質疑此舉意欲何為？

更重要的是，事件揭露警方有機會利用「政府採購」為名，去避過外國對黑警的武器禁運。現時黑警買裝備，除了由警務處購置外，亦可以透過物流署等部門名義購買，例如現時警隊一般用途車輛由政府物流服務署負責採購，至於水炮車、裝甲車等「特別用途車輛」，則以機電工程營運基金協助採購。因此，即使外國禁止向香港黑警出口防暴武器，警方亦可以用其他部門名義買武器。

再者，現時招標制度極不透明，過去發生過警隊「拆單買武器」的情況，只要價格在500萬以下，只要警務處副處長批准，即可自行決定購買，或特事特辦向供應商入貨，毋須透過物流服務署公開招標。

歐洲議會早前促請歐盟禁止向香港出口「人群管制裝備」及「非致命性武器」，為免外國社會在不了解香港採購制度情況下，繼續向黑警「送子彈」，香港眾志會加強對外國遊說，擴大禁運範圍至「政府名義的採購」，以免香港警察以其他部門名義「借殼殺人」。
