【政府全面禁堂食 促盡快召開立法會特別財委會「攞錢救人」】

過去兩星期，飲食業界一直非常謹慎，盡力配合政府的防疫措施。可惜，政府應對第三波疫情時，仍然對飲食業實施「一刀切」的「全面禁堂食」辣招，而且並無公布任何援助措施，業界實在感到非常沮喪和無助。

我已促請政府盡快召開立法會特別財委會，不要待10月復會才審議撥款，因到時已「屍橫遍野」，我認為應馬上開會審議，並通過「救命錢」，盡快幫幫垂死的飲食業，特別是16,000間有堂食的食肆，不單是未來7天，因不少業界已近14天已無得做晚市，生意早已大跌8成，故我促請財政司盡快「計好數」，於財委會「攞錢救人」。

我亦已促請食衛局盡快檢視有無錢剩，做法就如我早前向教育局爭取向學校飯盒商發放資助，先向業界發放應急錢，最緊要「快」！

我在此要再三懇請各大業主減租，甚至考慮全面免租助業界渡過難關，千萬不要拉人封鋪、停水停電、入稟法庭，出清盤令等；我明白大家在疫情下各有困難，但飲食業與大家唇齒相依，大家趕盡殺絕也無補於事。

Urge urgent extraordinary Finance Committee Meeting to find ways to rescue the catering industry paralyzed by the Government’s all day ban on dine-ins

Although the catering industry has always been extremely careful with our epidemic prevention, and totally law-abiding to the Government’s requirements, it is regrettable that a total ban on all dine-ins is still imposed for us. And without any assistance measures on hand has caused us more frustrations.

I have thus urged the Government to convene a Special Finance Committee meeting to study any possible rescue plans, and our Financial Secretary to compute a budget soonest, otherwise the catering industry would have collapsed if it had to wait until October for the LegCo session to resume.

At the same time, I have explored another avenue through the FEHD as a possible source of funding, similar to what I did with the Education Bureau for the emergency subsidies for my school lunchbox vendors. The most important thing now is "fast, effective" !

And time and time again, I have been urging landlords to reduce or even waive rents to help our catering industry at this very difficult time. For landlords to keep their tenants is mutually beneficial in the long term, I request for their mercy not to seize shops, cut-off utilities, and let our catering industry a way out to survive.

由2019年中到現在，香港經歷過一連串的社會運動後，相信許多港人也與我們一樣，背負著極為沈重的情緒。但是，作為熱愛這片土地的一員，與其躊躇在悲憤之中，我們更應在漆黑中昂首起來，為維護香港的核心價值尋找一條出路。

一直以來，讓香港邁向成功的，是因為港人能秉持著理性、良知、公義的原則。資訊自由亦令金融市場運作變得更有效率。 我們所堅持追求的普世價值讓香港與國際社會接軌，並在國際舞台上大放異彩。香港金融業的成功之道，除了有硬件的配合，更重要的是港人的軟實力，我們靈活變通的智慧和能力，歷年來吸引了無數的外資行於香港紮根。

此外，香港穩健的法治制度亦是給予投資者信心的基礎。我們一直引以為傲法治，保護著業界的 權益 、自由和公平競爭環境等。香港的法治制度也充分的保障了所有人的言論自由，我們可以公開討論和透過磋商尋求大眾對社會議題的認同，亦不會出現以言入罪的情況。然而，在過去幾年間，我們卻見證了這些 制度的禮崩樂壞。許多人亦認為這樣的情況會在將來持續惡化，最後更 可能 將港人在過去數十年不辭勞苦所建立的基業毀於一旦。

「一國兩制」的成功有賴於各個持份者的自我約束，北京 的種種決定勢必左右實踐這個制度的路向。作為擁有主導權的一方，如果北京能 積極實踐「一國兩制」，尊重 香港的法治制度，香港作為國際金融中心地位比能繼續成為中國與國際投資者的橋樑。

香港作為一個自由經濟體，銀行、企業和金融從業員在營運和工作也不應受到政治相關的脅逼和影響。在他們發表經濟和市場分析時，如需要「遵從國家的立場」，擔心觸碰政治紅線而作出自我審查，除了與現今的企業道德背道而馳外，更大大削弱了香港金融服務業 在國際的公信力。

作為金融服務業功能組別參選人，我主要的政綱為提高中小型經紀行的盈利能力，以及保持香港 金融 市場多元化和具國際視野的特點，並保持 外資 在港營運的吸引力。

在此，希望我參選的原因能與港人業界的期望產生共鳴，並承諾我會與各位金融服務 參與者 並肩同行，堅守我們的金融專業，打破界別世襲。

Safeguarding professionalism and market diversity

Many of us were filled with sadness as we witnessed the tumultuous year of 2019.

However, now is not for sorrow. Instead we should find a way out while preserving the Hong Kong values that we treasure and that have made us what we are––different. Hong Kong values are universal values.

The city’s financial sector earns its bread and butter from the skills provided by the talent working here. Digging beneath the surface, it is also the city’s great strength that here we do not use the law in a dubious way to browbeat and silence people or even businesses that may hold a different opinion. Open debate and negotiation are used to create public consent.

However, over the past few years we have witnessed the dismantling of the scaffolding and the institutions that underpin the city and make the financial centre work. Many believe that this trend is set to continue and will ultimately undermine the success and the foundations of that success built by the hard work of our predecessors over centuries.

The success of the “One Country Two Systems” depends on the self-restraint of all parties, including Central Government. The system is the bedrock on which the continued success of this dynamic city is built. If respected, Hong Kong’s status as an international financial centre will grow.

Banks, businesses and finance professionals should not have to operate or work in a climate of fear or be coerced into making political statements. “Toeing the party line” is the last thing the financial industry needs; this is not only against modern business ethics but doing so will certainly undermine the productivity and added value of the industry.

My policies will focus on enhancing the profitability of small- to medium-sized brokerage firms and on maintaining the diversity of the economy and the internationalism that is key to multinational intermediaries operating optimally in our city.

I hope that my candidacy will resonate with most market participants and the people of Hong Kong who are tired of recent events, and most importantly, bring hope to them.

แต่จริงๆ แล้ว Soft Power ไม่ได้มีแค่เรื่องที่เกี่ยวกับวัฒนธรรมเพียงอย่างเดียว
โดยเฉพาะในสถานการณ์ตอนนี้ ที่มีการระบาดอย่างหนักของ COVID-19
จีน กลับเป็นหนึ่งในประเทศที่มีบทบาทโดดเด่นสุด ตอนนี้

ก่อนอื่นเรามาเริ่มจากการทำความเข้าใจกับคำว่า “Soft Power”

Soft Power มาจากแนวคิดของศาสตราจารย์มหาวิทยาลัยฮาร์วาร์ด ชื่อ Joseph Nye
เป็นการขยายอิทธิพล หรือทำให้ผู้อื่นคล้อยตาม โดยไม่ใช้วิธีการบังคับ
ซึ่ง Soft Power จะเกิดขึ้นจาก 3 ปัจจัยหลัก ได้แก่ วัฒนธรรม ค่านิยม และนโยบายต่างประเทศ

ตัวอย่างประเทศ ที่ประสบความสำเร็จจากการใช้ Soft Power

ฝรั่งเศส ขึ้นชื่อเรื่องอาหาร โดยถือเป็นประเทศที่ได้มิชลินสตาร์มากสุดในโลก
มีสถานที่ท่องเที่ยวที่มีชื่อเสียงหลายแห่ง เช่น หอไอเฟล พิพิธภัณฑ์ลูฟวร์
ทำให้เป็นประเทศที่มีนักท่องเที่ยวต่างชาติเดินทางไปเยือนมากสุดในโลก
คิดเป็นจำนวนเกือบ 90 ล้านคน ในปี 2018

สหราชอาณาจักร มีสื่อที่ได้รับการยอมรับ อย่าง BBC
ซึ่งนับเป็นหนึ่งในสื่อทรงอิทธิพล ที่มีคนดูมากที่สุดในโลก
นอกจากนั้นยังมี Premier League ที่เป็นการแข่งขันฟุตบอลที่ได้รับความนิยมไปทั่วโลก

สหรัฐอเมริกา เรียกได้ว่าเป็นอีกประเทศที่ประสบความสำเร็จในการเผยแพร่วัฒนธรรม
ผ่านอุตสาหกรรมภาพยนตร์ เพลง รวมถึงแบรนด์ที่เราใช้กันในชีวิตประจำวัน
ด้านการศึกษา สหรัฐอเมริกา ถือเป็นประเทศที่มีมหาวิทยาลัยระดับโลกมากสุดในโลก
รวมถึงด้านเทคโนโลยี ก็เป็นต้นกำเนิดของบริษัทอย่าง เฟซบุ๊ก แอปเปิล กูเกิล ไมโครซอฟต์

และอย่างที่รู้กันว่า คู่แข่งที่สำคัญของสหรัฐอเมริกา ก็คือ “จีน”

โดยเฉพาะ เมื่อเกิดเหตุการณ์ที่คาดไม่ถึงอย่าง COVID-19
ซึ่งกลายมาเป็นปัจจัยสำคัญ ในการแข่งขันทางขั้วอิทธิพลระหว่าง 2 ประเทศนี้
และก็ดูเหมือนว่าจีน กำลังทำคะแนนในด้านนี้ได้อย่างโดดเด่น

เพราะแม้ว่าจีน จะเป็นศูนย์กลางการระบาดแห่งแรกๆ
แต่ก็เป็นประเทศที่สามารถจัดการกับ COVID-19 ได้เป็นแห่งแรกๆ เช่นกัน

ซึ่งเมื่อการระบาดแพร่กระจายไปยังประเทศอื่น
จีน ก็ใช้โอกาสนี้ ในการส่งความช่วยเหลือไปให้ทั่วโลก

โดยรัฐบาลจีน ได้มีการส่งอุปกรณ์ที่จำเป็น ไม่ว่าจะเป็นหน้ากากอนามัย ชุดป้องกันเชื้อโรค ชุดตรวจโรค รวมถึงทีมแพทย์ ไปให้กว่า 120 ประเทศ

มีการเผยแพร่ข้อมูลที่เกี่ยวข้องกับการตรวจหาโรค การรักษาโรค และการป้องกันโรค โดยอ้างอิงจากประสบการณ์ที่จีนได้รับมาก่อน

นอกจากนั้น ยังมีการอนุมัติวงเงินกู้ดอกเบี้ยต่ำ และโครงการพักชำระหนี้
ให้กับประเทศซึ่งอยู่ภายใต้โครงการ Belt and Road ที่ได้รับผลกระทบจาก COVID-19

ในส่วนภาคเอกชนของจีนเอง ก็ให้ความร่วมมือและช่วยเหลือในวิกฤติ COVID-19 นี้ไม่แพ้กัน

โดยเฉพาะธุรกิจที่เกี่ยวข้องกับการผลิตอุปกรณ์การแพทย์ การเงิน และการขนส่ง มีการบริจาคอุปกรณ์การแพทย์ ไปยังประเทศต่างๆ

นอกจากนั้นยังมีมูลนิธิของ Alibaba และ Jack Ma ซึ่งบริจาคหน้ากากอนามัยให้เกือบ 100 ประเทศ

มีการเผยแพร่สื่อที่เกี่ยวกับวิธีการรักษาโรคใน 8 ภาษา ลงบนโลกออนไลน์
รวมถึงสร้างแพลตฟอร์มแลกเปลี่ยนข้อมูลแบบเรียลไทม์ที่ชื่อว่า
Global MediXchange for Combating COVID-19 หรือ GMCC

ซึ่งในขณะที่จีนกำลังทำทุกอย่างนี้ สหรัฐอเมริกาที่เป็นพี่ใหญ่ของโลก กลับยังไม่สามารถควบคุมสถานการณ์การระบาดของ COVID-19 ในประเทศได้

ดังนั้น COVID-19 จึงเปรียบเหมือนโอกาสของจีน
ในการสั่นคลอนอิทธิพลของสหรัฐอเมริกา โดยใช้ Soft Power เป็นทรัพยากรที่มีอยู่ในมือ

และถ้าจีน สามารถผลิตวัคซีนได้สำเร็จเป็นประเทศแรก
ก็น่าสนใจไม่น้อยว่า สมดุลขั้วอำนาจระหว่างจีน และสหรัฐอเมริกาจะเปลี่ยนไปอย่างไร

จริงๆ แล้ว ก่อนหน้า COVID-19 จีนได้เริ่มมีการใช้ Soft Power มาสักระยะหนึ่งแล้ว

ในด้านวัฒนธรรม เราจะเห็นได้ว่าทั้งวงการบันเทิง สถานที่ท่องเที่ยว และภาษาจีนที่เริ่มเป็นที่นิยมมากขึ้น ผ่านซีรีส์ ภาพยนตร์ เพลง รวมถึงการให้ทุนการศึกษาจำนวนมากแก่นักเรียนต่างประเทศ

ในด้านการต่างประเทศ ก็มีโครงการ Belt and Road ที่เข้าไปช่วยพัฒนาโครงสร้างพื้นฐานในกว่า 60 ประเทศ

ซึ่งเมื่อมองย้อนกลับมาที่ไทย เราเองก็เป็นประเทศที่มีเอกลักษณ์โดดเด่น

เรามีวัฒนธรรม มวยไทย อาหารไทย ที่ขึ้นชื่อ
เรามีภาพยนตร์ ละคร ศิลปิน ที่เริ่มเป็นที่รู้จักในต่างประเทศ
เรามีสถานที่ท่องเที่ยว ที่ได้รับความนิยมเป็นอันดับต้นๆ ของโลก

และไทยยังได้รับการจัดอันดับว่ามีความมั่นคงทางสุขภาพเป็นอันดับที่ 6 ของโลก

แปลว่าจริงๆ ถ้าเราสามารถวางกลยุทธ์เพื่อบริหารจัดการจุดเด่นเหล่านี้ได้
ประเทศไทยเรา ก็มีศักยภาพในการใช้ Soft Power ได้ไม่แพ้ใครเช่นกัน..
